My daughter has a Canadian citizenship card as her dad is Canadian and is going from NZ to Canada to work in a couple of months time with a one way air ticket and a NZ passport.

We have been told she should have a Canadian passport but is this really necessary since she has citizenship? Can she not just enter with this documentation?
 
For traveling purposes, yes it is necessary.

Better to get a Canadian passport as it will make life easier but sure she can travel on her visitor visa exempt NZ passport if the airline accepts her to travel on 1 way ticket - they may refuse to consider her citizenship card..afterall its not a sophisticated document with tight security features compared to say the PR Card or a US Green Card. If airline ok then when she shows up at the Canadian border agent will deal with her at Secondary Inspection and she can explain her situation.
 
She needs a valid passport to enter Canada, even if she is a Canadian citizen she can't just enter with the certificate of citizenship.This being said, with a NZ passport she can enter and remain in Canada for up to 6 months without requiring a visa and since she is also a Canadian citizen she obviously is allowed to live,work and study in Canada.

Bottom line, she can enter Canada on the strength of her passport and can remain in Canada since she is a citizen.
