DO I need to apply for lmo? I have a full time permanent job till Nov 2015( OWP)

If you have valid OWP till next year November you do not need to apply for LMO.

It sounded to me that only those people can apply for the permanent residency who has the offer from the employer through the new system? Is that right? What would happen to those who has LMO? ??? ??? ???
