A 24 year is not a dependent and cannot be sponsored. The only exception would be if you have no spouse/common-law partner, no parents/grandparents alive and no other Canadian family members; you could then sponsor her under the "Lonely Canadian" rule.
Otherwise, if she wants to immigrate to Canada, she will need to qualify on her own.
