Why do you need one?
Check the federal or provincial immigration websites to see if you qualify. if you do then just fill the forms and submit (online/paper however the form it was asked you to do).
Consultants will ask you to pay first and then ask your try english exam harder and harder to improve score. Most of the time you cant just increase points without beyond certain level or try to go for degree etc to increase points.

No consultant will get your the immigration visa for Canada without you already being qualified for it. If you are new then first start researching on it (below). Check if you qualify for federal, provincial or quebec immigration and see where you can improve the score/chances.
