IELTS for SINP

One of my friend appeared in IELTS and he got
Listening 7.0
Reading 5.5
Writing 6.0
Speaking 6.5

Should he appear again as his application in SINP is already submitted in October ! Will this score effect his CIC profile ?

How many years of experience he is having? You cannot change once it is submitted. But processing will take time. CLB7 is mandatory
