It's a RUMOR! Unless it is substantiated by CIC.
Right now - that is only a rumor and mere speculation.

As of this point, we should treat it as rumor (At least until CIC release news about it)

Although they did say people with qualifying job offer from a Canadian employer or nomination under PNP have an advantage.
