My overall IELTS Score is: 6.5
with result for each ability:
Listening - 6.0
Reading - 6.0
Writing - 6.5
Speaking - 6.5

Is it sufficient to apply for Canadian PR.

CLB 7 is the minimum requirement for the FSW program - You will need a minimum of 6.0 in each category, so you are meeting that requirement and can apply for PR.

For the CEC program the minimum requirement is CLB 5 which would be a 5.0 for Listening, Speaking and Writing, and 4.0 for Reading.
