Hi guys.
some background first:
i am married to a Canadian resident we still haven't decided if we want to do the outland or inland process.

Now, i know that if we do inland I can apply for open work permit. I want to study in canada as well (not as international student), should i wait untill i get the actual PR card or the open work permit can be legitimate for study too? is there any other way to make it as fast as possible?
I don't want to issue a student visa because i will have to go outside canada for that and its way more expensive to study in university.
I'm from Israel if it matters at all

1. Your choice, but "in-Canada" spousal about 18 months to completion. Out of Canada, processed through Tel Aviv 53 days Mississauga 8 months at the Tel Aviv for 80% of the application. Though if an interview was required it would be in Tel Aviv.
2. You won't get non resident fees until you have "landed"
3. You wont' get an open work permit until you have passed first level at Vegreville @ 8/9 months. There is no speeding it up, you wait your turn.
 
18 months inland?!
I cannot do ANYTHING in canada within the 18 months? even if i apply for open work permit?
 
OWP won't be available for the first 9-10 months, it is given with Approval in Principle.
 
Oh thats good to hear. much better than 18 months.....
and how about study? will i be able to study when i "approved for principal"?
 
As PMM said, you will not be able to study paying resident fees until after you have "landed" as a PR. That happens after you have been through Approval in Principle (stage 1) and stage 2 (applicant approval) in the 18 months or so.
 
So in general, why so many people choose to do inland? the only downside is that IF there's an interview they have to go to their country..
My main problem with outland is that i have two nationalities - German and Israeli, but my israeli passport was stolen here in canada and i don't know any one in Germany that could help me if i do it through there. issuing a new israeli passport is not an option. I cannot attend in the embassy at the moment.
 
There are more "downsides" than just having to attend an interview in your home country. There is also the fact that you have no recourse to appeal if your application is denied, nor should the applicant leave the country until the application is final and they have received PR. However, these are not always "downsides", it is a choice and only the person in the circumstances can determine which is right for them.

You need a valid PP in order to make an application, so whatever happens, you will have to look into getting a new Israeli PP first if you decide to go through Tel Aviv.

If you are going to study and pay the international fees, you will need a study permit, as you are a visitor until your PR is finalised. So you have to do a separate application for a study permit.

Ok, I was checking because there's a different procedure in Quebec. But yeah, the international fees are not waived until you land and become PR. You'd obviously get a study permit upon being admitted to a university. Since it takes on average 8 months from Tel Aviv, versus 18 months inland, it would be advantageous to go the outland route. The other benefits of outland are that you would have a right to appeal and you are free to leave the country. You can't appeal under inland and if you leave the country and are not allowed back in, your application is finished. I have no idea about the passport issue - but sorry to hear you lost your Israeli one. Best of luck.
