H1B Dropbox question - Proof of legal status

Hello everyone.

I plan to soft land in Canada and apply for H1B Dropbox since I qualify for it. Since I will not be having PR card at that time, is it fine to use the signed COPR as proof of legal status? Please advise.

I used my COPR as proof of residency for H1b stamping in Calgary.
