H1B dropbox in Canada

Hi. I have a Canada PR and my previous H1B was stamped in India. I'm currently living in the US. Couple of questions -

1. Will I be eligible for H1B dropbox in Canada since I have a PR?
2. If I am eligible, can I mail my documents from the US or do I need to be in Canada in order to send my documents?
3. Can I send the documents to a family member in Canada who can in turn send it to the consulate? Is this possible?

You need to be in Canada to post the documents. So your travel history needs to show you are in Canada to be on the safer side
