Hi, I have been in Canada for more than 6 years now and I already have a 2 year degree in civil engineering technician from a college in Ontario, and 2 year professorial work experience in Ontario. my EE point is 428 and im 23. going back to university in Montreal (4 year degree). I was wondering is there anyway that i can get my pr from Quebec? keep in mind that i dont have any family member there and never lived there. also i dont know french.

You cannot get PR from Quebec, only the Federal Government issues PR. However, I believe you meant to ask about being selected by Quebec or getting the CSQ after graduating which would then permit to apply for PR.

You need some level of French to be considered.

I thought UofM was a French University, how do you expect to succeed there?

By the way, a 1 year diploma program can get you the CSQ.

It is possible. Are you going to Concordia or University of Montreal. The latter is a French University and you can't survive if you don't know French
