GCMS notes clarification - Senior members please help!!

Hi

I was wondering whether anyone can comment on the difference between Security and Criminality as mentioned in the notes.For my application it says security : not started , criminality in progress.
WE applied to New Delhi visa office , India where average times are 16 months, we are at our 21 month mark and there is no update on our file since it went into in Process in Sept 2014.
Every time we do an MP inquiry we are told background checks are in progress. What do they mean by that. when i ask the MP she cant give me any further answers.
Please help us someone. I ( sponsor) am currently pregnant and all alone here in Canada without my spouse and this uncertainty is depressing and is affecting my pregnancy.
Would be highly obliged if anyone could give any ideas of what we can do please!

thanks for that reply ! can I ask whether you know what it these checks include other than police clearance? and yr source for the same .
