From when Canadian Experience Class form for 2013 with 1 year exp can be submit?

I heard that from 2013, eligibility for Canadian Experience Class is of 1 year. From when Canadian Experience Class form for 2013 with 1 year exp can be submit? Will they accept from January 2013 onward or from April 2013 onward?

Formal announcement expected this month or early Dec. To be effective 01 Jan 2013 (as per the Gazette notification).
