Form 0008 Question 6: Quebec Selection Certificate

Hi all,

First let me just state that I am Canadian (born and raised) but I have never actually been to Quebec before. My wife and I are currently living overseas and wish to move to Montreal, through an Outland Spousal Sponsorship. Hoping that by June or July of 2022 we will be able to.

This question is relating to Quebec Selection Certificate (CSQ):

Filling out Form 0008 and on Question 6 it is asking about CSQ, but we have not applied for it yet. Is it important to apply for it first before sending the sponsorship package? And is the CSQ only needed for my wife or for the both of us?

Also curious for same form (0008, page 3) if the Quebec Selection Certificate includes a language test and if so, could it be used in this case to check the "Yes" box here?

Furthermore, my wife can speak French fluently but I cannot. Is there an English version of the Quebec Selection Certificate?
