Flagpoling

Hi. My husband and I are in BC. He is American and has been in Canada as a visitor for the last 4 months. We have his COPR now and are considering flagpoling. Will he needs to fill out a goods list in this case? We can fill out a good to follow form to bring the rest of his stuff from the US at a later time but it won’t be much.
