what does this even mean? we saw a cook get ITA and a nurse struggling to get above 400 points even though we need nurses we r getting cooks as they have LMIA supported jobs.

The above quote only shows that most immigrants under EE are currently temp residents of Canada. meaning they are already in the Canadian society, working and living. Which has been the case for mostly CEC and had been successful. Be honest, if you are to invite people into your backyard, you would tend to invite people that you already know and had been to your place before, would you not?

However you also stated a separate problem that LMIA is being abused in some professions and underused in some professions. They have clearly underestimated the reluctance of employers going through hell of LMIA. Personally i think this is a worse problem than immigrant's residence.
 
this report is again an atempt to shove express entry down canadian's throats . I would like to see the breakdown of occupations that got ITA. i want to see how many really needed occupations got ITAs

I don't see how that is going to help you. All those who got LMIAs were deemed to be in jobs that could not be filled by Canadians, whether because of the profession or the location of the job. The rest were accepted under a separate stream of those with the education, language skills, and adaptability to be likely to make a contribution to Canadian society. In fact, any society needs people intelligent and flexible enough to CHANGE occupations from one sector to another as needed.

I think it's pretty smart to try to devise a system that admits both those with specific needed skills and those with the education and adaptability to fill in the cracks as they appear. I hope it works out well for Canada.
