If you haven't taken time off unpaid, then yes you will become eligible on that day.
However, it's recommended to keep working for at least 1-2 weeks after the day you
become eligible, to give it some buffer in case of miscalculations on your or the officers side.
Better safe than sorry, right? So if you apply around the end of October this year, you should be good.

thanks, yes, you are right, it is better safe than sorry, but the reference letter my company can give says i started working on 8th October 2013 and ends 7th October 2014. it means after 7th October 2014, i'm not working for the company any more, even though i still have a valid work permit which allows me to work here for another month, but my contract with the company is expired.

- Make sure your job is under NOC 0, A, or B
- Schedule your Language Skills Test; sometimes this takes time
- Gather the necessary documents; these also takes time
