Has anybody gone to canada and had an issue with immigration asking for travel insurance proof and being declined entry or had a shorter WHP visa given?

I've read on various different places that the border agents are cracking down now on travel insurance and issuing the whp for the duration that the insurance covers or making people extend it at the border on the spot

This may be the case. Basically it depends on the visa officer- they may or may not look at the proof of the insurance coverage.

Best way to go about it is to get a full coverage and then if you become eligible for provincial coverage- you can get a refund for unused days.
