Nope (for universities at least). US citizen is considered as an international student and subjected to int. tuition fees.
The good news is that tuition fees are quite lower than those in the US.
Finally, rates differ pending whether student is from province where one attends university , other province or international.
Try googling down some info. The fees are public.
