do we need to explain why notarized educational docs?

i saw in one of the threads.. abt notarized educational docs..can u plz help guys abt following?..

If i send notarized docs, do i need to explain why i couldnt get sealed envelope from university?

Does visa specific instructions need you " Sealed Envelope" ? what is your visa office? i think its depend from your educational institution. Some institutions issue this kind of envelope and some not. So if some one else has submited Sealed Envelope from same institution and you not, then even you submited explanation letter, then may return to you for again same thing and this may delay in your application.
