Do i got the rights to works in Canada ? ITALY/Mauritius

Hello,

i 'am just a Mauritian guy living in Italy with permesso di sejourno , i got the italien ID Card but had keep my Mauritian passport i would like to know if i have the right to apply for a visa to go to Canada ? because i am living in europe at the moment, could someone please indicate me the procedure to be done for that​
