I have completed my 2 years IT diploma course in 3 years time in Canada due to failing in some subjects and not target my 650 ranks. Can i still eligible for 3 years work permit. Can i apply for work permit ?

You can certainly apply. Whether you are approved will depend on if you maintained full time status as a student throughout your studies. You can be part time in your last semester of studies only.

I was part time for 2 semester and 2nd time also i failed and now in September i am taking 3rd time. My study permit going to expired in Mar-23. what should i do first ? do i need to extend my study permit first for further course or apply work permit ?

It's really up to you what you do. If you were part time two semesters, then you technically do not qualify for a PGWP. There is always still some chance you may be approved. But certainly also a big chance you will be refused.

If you want to play it safe, then the best course of action is to take another full program in Canada and extend your study permit. You should exepct that the PGWP you are issued will only be equal to the length of your second program. So ideally the second program you take should be 2 years long so that you qualify for a 3 year PGWP.
