Dependant doesn't want to perform medical examination

Hi guys I am trying to help a friend about his CEC application.
Is there anyone in the same boat? Please help.
My friend's application is 15 months in process already. His medical passed already, RPRF paid, RCMP police check sent. Just waiting for passport request until CIC notified him that they are missing his dependant's medical.

So he was separated for 15 years and now divorced for a year and has a daughther living with his ex-wife in the Philippines.
He included her daugther in the application as dependant but not accompanying.
Then she received his medical request from
cic just for himself and no medical request for her daughter. So he assumed that cic doesn't need his daughter's medical. And now they asking for it to continue the process of his application. The problem is the daughter doesn't want to perform medical examination and doesn't want to Canada in the future.
Anyone can give good advice please.

If you apply for permanent residence, you must have an immigration medical exam. Your dependants must also have a medical exam, even if they are not coming with you.

Yeah that is the big question. Can she be remove as dependand without negative effect
principal applicant?

If you add someone that may have a big affect on your file.
When you remove someone, the affect is not something to be scared of.

I believe he will have to send documents, that will prove he is no longer a legal guardian of the daughter any more. And also a written testimonial from the daughter/ex wife (if daughter is under age) - that they don't want to immigrate from Canada.
