2. they finished the assessment weeks before the email, and figured "oops! we didn't send the email!! let's send both today"
3. second email is automated/system glitch
4. God forbid.. something seriously wrong with the application


so, you have 75% probability of getting nominated within coming couple of weeks

forget all this statistics. by senior officer they mean Decision phase. they dont need any additional documents thats it

The program will contact you should we require additional information to support the assessment of your application. Otherwise, the program will contact you again when your application moves to the decision phase.

The Change of Personal Information form applies to any changes that you may need to make to your application during processing, for example a change of address or other information that may impact your application.

I got the same email around mid May and have been waiting since then for nomination. Hopefully they start November nominations so I can roll along to the next stage!
