Is it alright for your credentials to be invalid before ITA is issued? But are valid when you submit the e-APR after 60 days ? e.g. IELTS/funds/work experience ?

No, if any of the items that you have mentioned are not valid or do not meet the minimum requirement, then your Express Entry profile would become ineligible and you will have to create a new profile.
 
I definitely will have one year of work experience sometime in June. I was wondering if it makes sense to create an express entry application before June 1. The logic being that I would have 60 days to submit documents and it would be mid June by then.

I would say don't create your EE profile until June 1 when you finish your 1-year work experience, not even 1 day less.

I personally waited a few extra weeks after I have completed the 1 year experience just in case.

Did you check the Come to Canada Tool, what does it say about your eligibility? If the work experience in question is the only experience that you have, then your profile will be shown as ineligible. If you have other work experience (FSW) and want to show this experience specifically (CEC), your profile would be eligible. In case you receive ITA under CEC (on the basis of your CRS meeting the ITA cut-off requirement), then you should decline the invitation. When you get an ITA and submit the documents, eligibility would be assessed as per the date you received ITA and not the date when you submitted the documents.

Please note that you can still create and submit an Express Entry profile, provided it shows you have met the eligibility requirements. But my above statement will still hold true.
