I will explain my story in short and i really need your ideas and advices about what is the best way to continue from your perspective

Marital Status: Married
Major: Mechanical Engineer from Turkish University
GPA: 2,68
GMAT: None taken upto now
IELTS: Will be 7 over 9 .
Work Experience: 10 years automotive industry experience. 5 years Honda plant , 5 years ZF Sachs plant experience. Worked as 7 years as Quality engineer, 3 years production engineer. Paintshop assistant manager right now.
I want to live in Toronto, where the automotive industries' heart beats, so my main focus is this area.
I need 2 years program, for 3 years work permit. But also want something that can add value to my career.
I would like to work more on management side (MBA or other business options), but since i have a six sigma black belt i can also continue to study focusing on quality or project management.
Budget: Upto 30.000 $
I hope someone with similar experiences can share their ideas. I can also accept advices for Ottawa, BC areas (English is a must, since i dont know French).
