citizenship of students in Quebec, is it correct??

Hello,
I was reading through the net and i found that the folks back in Quebec have made such a tempting offer that all the students who plan to study their will get a Canadian citizenship. now i would like to know how certain and accurate this piece of information is, and i would like to know how long the process will take given the fact that i'm planning to stay there around 4 years if this information is correct.
Any help will be really awesome for me

Probably not true. Canada is making it harder to get immigration as it is and there is no direct citizenship without becoming a permanent resident first. So i wouldn't count on it.

Perhaps it is a PNP program that helps you get PR post graduation?
