Hello, I have applied a student visa in LaSalle College, Montreal. My friend is offering a full time job in Toronto. Can I change my study permit into work permit after landing in Quebec?

Doable, but not easy. Mostly you'd need a LMIA.

Yes you can but only with support of LMIA and that work permit will be for a specific employer only. And you might also have to provide a work experience to support your application for work permit . Hope this helps.
