CEC application having a CSQ

I'm working in Quebec since April 2008 and I have a valid work permit until april 2011.
Two weeks ago I sent my CSQ application.
May I apply under CEC from Quebec, to stay in Quebec, if I already have a CSQ?
If not, which is my best option to apply for federal admission to the CIC?
(I want to avoid all U.S. visa headaches by applying to Buffalo, is not easy for me to move in and out from Canada with all the family.)

Nope, Quebec applicants cannot apply under CEC.
