Can refugee move to Quebec from BC while PR application still in process?

My friend is an in-Canada protected person and she got her hearing in BC and was accepted there. She applied for PR and her application is still in process. And it may take time to process it.

She lives in Vancouver, BC and she wants to move to New Brunswick or Quebec. as far as I know it's okay to move to New Brunswick but i'm not sure about Quebec as Quebec always have their own rules and laws. Any input is greatly appreciated.

You were right about special rules in Quebec. That person would need to get a CSQ (Certificat de sélection du Québec) in order to benefit from QC government social benefits (student bursaries, health insurance (although your friend is probably already insured in BC), etc).

One interesting question would be the following: does the person need to declare in the PR application her intention to settle in another province? In my opinion, yes. But you will need to investigate deeper this issue.
