I have a very serious question, My daughter now 20 years lost her permanent residency status last year, she wants to visit me and I want to see her can she apply for a visitors visa?
 
Yes, she can apply. If she is denied based on that she will overstay having family in Canada, you can sponsor her for PR again since she is under 22 and still a dependent child. That is as long as she doesn't get married.

Before the overseas office will issue a TRV, she will have voluntarily relinquish her PR status.

From the Enforcement Manual ENF 23

"Department has decided to allow voluntary relinquishment of permanent resident
status in limited circumstances. This may be permitted in situations where an individual does not
meet the residency obligation but is seeking to enter Canada only as a temporary resident"
