You have PR and want to sponsor your husband? Spousal sponsorship is if you are citizen or PR. Or you are on a open or closed work permit, and want your husband to apply for an open work permit?

Types of work permits for your situation (cic.gc.ca)

If the latter, you need a NOC A, B or 0 job to sponsor your spouse. NOC 4411 is NOC C.
