I think India is one of the countries that does not allow shipping/courier of a passport across their borders. I'm pretty sure it has to be personally carried by the owner.
Even if you could get it into India, it would likely not get back out - I'd say way too risky.

Yes, as Robsluv mentioned, the passport will reach by courier in India but sending it out of the country from there is illegal as per existing India Govt. rules. There is no other safe method to get the visa other than the applicant returns to India for this purpose.
