My freind has finished 3 years presence in Canada this Months , can he apply right now or he has to wait for another year ( 4 years as per the new law),,,thak you for advice regarding this matter

He can apply for citizenship under the CURRENT 3 out of 4 year rules. The new 4 out of 6 years has not come into effect yet until sometime in June - July 2015.
