Applying with new passport

Last year I applied to visa and refused. Again I want to apply but with my new passport. The last name is added in this passport and date of birth is fixed in this. It means date of birth and last name is not same in old and new passport.

I would like to write a letter stating this issue and justifying that I will return back to my country. What is your Idea?

Write issues of your previous passport in covering letter , and attach old one with current , and sent it to Embassy for visa processing etc
