applied for study permit for second time

hello guys i have applied for canada's student visa on 16 july then i got medical furtherence i cleared it after then on 15 sept i got my passport back with an application in which it is written that now we have recieved your medical due to medical furtherence or late application as it is now to late for you join your purposed course in sept so we will not be able to issue you a visa so we have withdrawn your case and you again have to submit new application with new fee

and now again i have applied on 16 nov and i didn't get any response yet

can you give me some suggestions
