Can i expect a refund if no AOR is issued from Buffalo and my application is returned on grounds of insufficient evidence for language (ie. IELTS etc)

Not if they processed and refused, there would be no refund.

Refund is applicable only if they refuse application without processing it, eg, NOC ground, points or for incomplete application etc. When they start processing further they will not refund even if application is withdrawn by the applicant.
