Can someone tell me how to get the police certificate from netherland?
should the form be filled in dutch? and then what to do with the filled form?
and where to send? is it possible to get it by postal mail?

Did you read: http://www.cic.gc.ca/english/information/security/police-cert/europe/netherlands.asp It appears to be difficult.
