From what i have read i have always believed the cases to be processed in this order

Eligibility
Security/Background
Medical

From what i have read so far i have made the assumption that a VO will make the decision whether you are eligible or not. If they think you are they will then request a background/security check from a third party company. If successful they then proceed and request a medical.

If anybody knows more please share.

I think they evaluate your eligibility first and then they request a medical. I am not sure if they check your police records before or after the medical. But you are supposed to give them the police clearance certificates anyway. Hope this helps.
 
I guess you could order GCMS notes to know the process.
 
It varies case to case, usually (90%) of the cases are being processed exactly how immigrantbee mentioned. You will receive your medical and RPRF when you are eligible. It states on your RPRF that your security/criminality and medical results are still in process but you have passed your eligibility criteria.
