In October 26, 2014 i will be 3 years in Canada.. Am i qualified to apply for the citizenship or i have to wait 4 years?

If you never exited Canada (and if the 4/6 provision of C-24 has not come into force by then), you may send your application on October 27 with 1096 days of physical presence.
