What is your NOC. Highly unlikely so focus on PR through express entry. most study & then work in these provinces

Without work authorization or a license, focus on express entry. Designated employers have to show that there are no Canadians available. You can try applying but may not here back.
 
Age-34, Education (ECA) - Masters, IELTS-7.00 (CLB-7), NOC-1311, 1111, 1431, EXP-10yrs+. Profile opened in SINP (68 Points) and PEI (65 Points). How can I find job offer under AIPP. I already sent so many resume's to Designated Employee (Halifax-NS) from job advertisement but no response. Is there any other way ( Like - Sent CV to every employee, JOB recruiting agency -Canada) ? What is the best way to apply? Please help @Naturgrl or anyone. Thanks in advance.

It is difficult because Nova Scotia is revamping its program. You don’t have work authorization so employers will not even look at your resume when so many people are applying. Employers will only look outside of Canada if they can’t find someone & even then they don’t want to because of the paperwork. Also many are out of work. Your NOCs are in the accounting field so you have no knowledge of provincial or federal tax structures. NOC 1311 is a book keeper which can be done with secondary/high school education. How do you know they are “designated” employers?

I am guessing for Saskatchewan, you are using NOC 1311. FYI, you most likely will be refused if you have a masters in accounting because your education must match the NOC. You are NOC 1111 but it is ineligible in Saskatchewan.

I use NOC 1311 for SINP , PEI and EE profile.
For AIPP, there are a list for "Designated Employers" for every province.
