AIPP intermediate skilled worker

One of my friends wants to immigrate to canada. He has done WES and IELTS with 7 band each. He has a job experience as a NOC 1414 C category. My employer is designated employer in PEI and willing to hire him. However, job offer is in NOC 6541 C category.

on IRCC website they mentioned "applicant need to have job experience in NOC C " but didn't mention that job experience and job offer letter must be in same NOC code. So I want to ask will he be eligible for this stream?

is anybody here who gone through AIPP or knowledge about this particular scenario? Your opinion will be helpful. Thank you.

The last sentence on section 2 "Get a job offer" says, "The job doesn’t need to be in the same NOC as other jobs you’ve had."
