My wife and I have recently applied under the inland spouse visa because she lives in Canada with me (I am a citizen). According to the website it should take 8 months to get her PR. Will she be able to qualify for healthcare before that? Will she be permitted to work/study before the PR is granted?

After the first stage, if you submitted a work permit with the application yes. As for healthcare, again, first stage needs to be done so you can bring that information/letter to Service Canada.
 
What province are you in? I know if you live in alberta and have a visa or visitor record that is good for at least a year, you can apply for health insurance.
