5-years spouse sponsoring ban applies for Quebec?

Hello everybody.
I have a quick question. If you are sponsored for your partner to get the PR then you get a 5-year ban to sponsoring a partner (in the case you broke with your sponsor and you have a new partner). Does this rule apply if you wanna move to Quebec and sponsor you new partner?

Yes.
(And it would apply even if you hadn't broken up, the bar is simple: you can't sponsor if were sponsored by a spouse or partner and you became a permanent resident less than 5 years ago)
