"However, it just has passed for 12 months"... that's why its status has changed. Either you will receive a message to get a new medical report or they will extend its validity (hopefully this will happen).

When will your medical test expire?

You can write the letter yourself with duties and responsibilities according to your NOC, and then ask your Manager/Director to sign it. By the way, the letter has to be on the letterhead paper and includes your superior/coworker contact information.

I would say 6-8 weeks after you passed the medical. My timeline: 24 March AOR 25 May Medical Passed - R10 15 July CPC-Ottawa Officer - Eligibility passed I think the best way to learn if you pass the eligibility is to order GCMS notes.

Update for anyone would get stressed over the GCMS notes with a similar issue: I got another GCMS notes today. The recent note says "Text: *Officer Reviewed* Eligibility passed. Integrated search completed - no adverse info found." I think it means all good for the eligibility part :):):)
