Best advice is call the travel agent you booked your flight from or PIA (if u booked thru them). And explain your situation. As mentioned above you will likely have to purchase a domestic flight from yyz to ottawa. But I'm unsure how much they charge for extra luggage. Sorry I couldn't be more...

Get a connection flight. PIA won't do it. I believe Qatar airways does it will be a 2 stop flight, however u won't have to worry about your luggage.
