I'm sorry about the UPS confusion. I would avoid sending to the PO box address when you re-send them. Also, make sure you check the signature required option while creating the label, i felt more assured when i knew that someone from CIC signed the package.

There are also some threads on this forum of people who haven't had great experiences in transferring their file to NY VO.

I guess it depends on the agent who is reviewing your file. As long as everything else looks good apart from the Stat question, then i think you should be okay.
