    I doubt on this. Processing is based on nationality and accordingly the application is processed. Her passport have to be sent to NVDO only

    Did their ME expire when you got landing fee payment request. I believe you might have paid the landing Fee along with medical or perhaps while filing. The reason being for the folks who did not pay landing fee upfront or simultaneously with ME, its likely that landing fee might be last step.
