I haven't got one, but if im really go on my plan, i will ask my college. I don't think it is mandatory, but it is a important thing to convince them it is an essential travel, to make greater possibility to let you in.

But it is quite tough to enter Toronto this month, as they announced second wave started. Besides, seems not many direct flight to US from HK, so the route would be more complicated.

I was wanted to try this plan and I am not sure non-American can through this to enter or not, but I am sure you have to stop at US first, not transit in US, as the website said directly from US.

I applied it online in Hong Kong. I mean I got the approval for my study permit application and the correspondence letter, but not a full student permit.
