    Not counted. Target is based on landing not ITA or AOR. That's why, IRCC is trying so hard to get and process as many inland applicants as possible to meet the target.

    I believe you are right. They are basically sending two sets of emails: one for all applicants (regardless of stream) with not-all-stages finalised and another for applicants with all-stages finalised (survey email).

    That means your application is approved but PPR isn't yet sent due to the travel restriction. MyCic portal won't show the final decision till passport is stamped with counterfoil which is after PPR.
